Frank S. Westfall, a former Howard young man who has been in the banking business in Oklahoma for several years, has recedntly been arrested for misappropriating $5,000.  He recently sold out his banking interests and his business seems to have been in a complicated condition.  We hope he may be able to prove his innocence.
