When you can't raise money 'organically' through a political party's voter base you steal it from the American taxpayer and give it back to yourself in the form of campaign contributions. That is exactly what the Democrats have done using Planned Parenthood funds. [As an aside, did Planned Parenthood contribute to the election of Kansas' new governor?]

Planned Parenthood received $1.5 billion dollars in taxpayer funding over a 3-year period. Planned Parenthood spent a disclosed $30 million dollars of that money to influence the outcome of the 2018 midterm elections by funding Democratic candidates' campaigns. Other sources say the amount is closer to $65 million dollars.

Should it be legal for a taxpayer-funded (Democrats, Republicans, & Independents) organization to donate massive amounts of money to the Democratic party in an effort to sway an election?

Isn't that a criminal activity that should trace back to the Democratic National Committee (DNC)?

Be sure, Republican hands are just as dirty in other areas of government collusion/compulsion.
