Greeley County has a total population of 1,247 and is the least populated county in Kansas.
Greeley County has only two cities (741 and 70 people) and they are within two miles of each other.
At 778 square miles Greeley is 116% the size of Elk County.
Greeley has 277% less people per square mile than Elk County.
With 913 miles of roads of all types, Greeley County has 14% more miles than Elk County.

Ninety miles southwest of Howard in Harper County is Freeport the 617th largest incorporated city in Kansas according to the 2010 census. It is also the smallest incorporated city in the state. The place has five people.

To incorporate as a city of the third class, a community has to have at least 300 citizens or it may incorporate without the required 300 people if the area has 300 or more platted lots with sewer and water services.

If a 3rd class city population drops below 300, the city status remains.

A third class city can apply for 2nd class status should the population hit 2,000.

A second class city can apply for 1st class status should the population hit 15,000.

A second class city going over 15,000 people can remain a second class city but when its population rises to 25,000 it is required to become a 1st class city.

If a city decides to un-incorporate due to a falling population, it may do so. If it decides to re-incorporate, the community must have the required 300 citizens.

Kansas is only one of eleven states in which all community incorporations are as a city. In other states, a community can incorporate as a town.

Ninety-Seven of the 105 counties in Kansas still have some form of township government.
