Partial Distribution of Wind Farm Income

I see in the paper this morning that at the March 14, 2016, county commissioners meeting someone questioned Commissioner Kaminska if she was authorized by the commissioners to solicit free public funds to communities. Kaminska said she is the commissioner in her district and attended the Elk Falls and Longton City Council meetings to inquire about the needs of the cities within her district as the commissioners were considering making a distribution of a portion of the wind farm money to the cities for infrastructural needs.

Commissioner Liebau moved and Commissioner Kaminska seconded the motion to allocate $100,000 of the Wind Farm PILOT money to the five incorporated cities within the county, apportioned by the 2010 population census, with the goal of improving infrastructure. Motion carried 2-1 with Commissioner Hebb opposed.

Sounds like a fair deal for all involved.


That is a nice looking new patch the Elk County sheriff's office adopted.

It was I, who asked Kon nected Kommissioner Kaminska what authority she had running around soliciting people to accept free taxpayer dollars.

This in my opinion is being done on the behalf of Elk Kon nected or as Elk Kon nected alluded to in their on line letter the "Old Guard".

I also asked Kon nected Kommissioner Kaminska what Mayor or City Council person had come before the County Commissioners during open meeting requesting free money or asking for Welfare. Her response was, "NONE".

So she went to their City Council Business Meetings and solicited recipients of free money. Her business as a County Commissioner should be handled at Open County Commissioners Business Meetings. Which was not done. Making her activity very questionable and unethical in my opinion.

It was I, who asked if the Elk County Court House is to be  the Elk County Welfare Office.

Kon nected Kommissioner Kaminska refers to the PILOT money as Wind Farm money which is totally wrong. It is not Wind Farm Money, no more that the property taxes you pay into the County Coffers are referred to as W. Gray money! My property tax dollars are not referred to as Ross Money. It is all taxpayer dollars held in our County Coffers for use to tend to County Government Business. Not City business. As one of the Commissioners said at an open meeting they already subsidize the communities plenty.

But i guess when it comes to WELFARE it is never enough, is it?

You may think it is fair to give $100,000 of taxpayers money away, but i sure do not! If the county does not need money then stop taxing the property owners.

By giving away taxpayer dollars instead of returning it to the property owners is just wrong. It is socialism and is definitely not being conservative.

There are elderly people in this county that have to do without to pay their property taxes, but I don't suppose that is of any interest to you.

Also if you give some thought to who this money is being given to you might think differently about the Welfare.

The communities apparently have poor leadership and do not budget for taking care of their communities or they would not require Welfare. And after receiving Welfare will they continue on the same path of poor management? Most Welfare recipients never get off welfare, they just want more.

And that is what I suppose the Automatic Aid Resolution is all about. Year after year after year of Welfare, for selected taxpayers. Take from Peter and give to Paul what is fair about that? Bernie Sanders would love you!

Had you read that you would know that Kon nected Kommissioner Kaminska stated that Elk County is predicted to lose 30 or 35% of it's population over the years and that will make it very difficult to maintain the county properly. That is in it's self the best reason to save that money and invest it instead of giving it away.

Kon nected Kommissioner Kaminska and Liebau are doing is nothing more than Socialism.

It is a fair and equitable distribution.

But, if I could be wrong, the voters of Elk County will take care of the situation.

First thing they would do would be to jam the next Elk County commissioners meeting and let the commissioners know they definitely do not like this idea. Those that cannot attend will undoubtedly swamp their elected commissioner with phone calls letting him or her know that this effort is so unfair.

If that does not work, there is always the election. Those voters in districts other than Mr. Hebb's who are so upset with this distribution, and if they are in the majority, will vote the commissioners supporting this effort out of office.

Perhaps you could run for county commissioner, again. If the majority of the voters in your district agree with your ideas and thoughts, you would definitely get elected.

Waldo, why would the residents that live in those Towns not be happy about the Distribution. It seems to be a good thing. There are more Taxpayers in those Towns than all of the Voters that live outside the Towns. As a Former Landowner in Elk County and one that is looking at Buying some more Land, I think it is a good thing. Well each to his own I always say.

I agree Frank. It is a fair and equitable idea whether it is a one time distribution or a continuing effort.

You sure are entitled to your opinion, that's for sure.

My opinion is, it is Social Welfare that was improperly solicited by a Kon nected Kounty Kommissioner. That money has been sought after by the Kon nected Krowd since before the Wind Farm was built. And no thought given to saving and investing it for the operation of the County in the future. Even though a commissioner pointed out the projected decline in this county and how difficult it will be to maintain county operations.

A fair and equitable distribution of other peoples money is called Socialism, plain and simple.


Sure there are lot's of people happy to live on free money from welfare and why not? They don't have to work or plan or anything, just hold out their hand.

And because everyone pays property tax does not mean the communities with their own government and taxing entity have any special claim from the County Government. Those same people pay county property taxes for the same reasons I do. To support the County Government.

The number of people in the the communities plays no role in the County Government and it's operation.

There sure is a lot of confused thinking out there, just like with the Federal Government and President Obama. Obama thinks we owe the Islamic Muslims for developing our great nation. I bet you don't agree with that, do you?

It is all just excuses to confuse the limited responsibilities of elected officials and different government bodies. When they should stick to their own separate business and their own separate responsibilities. This is a nation wide problem.

I.E.: the federal government pushing Common Core on the various states educational responsibilities.

I've had my say and it is only common sense.

It does not make any difference what I have to say about this distribution.

The fact that you believe it is an improper use of Elk County funds does not make any difference, either. 

It also does not make any difference about any lack of common sense or the socialistic aspect of the distribution.

It does not even make any difference whether Elk Konnected is or is not involved.

The important people who will decide if this distribution is unfair to the people of Elk County are the Elk County voters, themselves.

No more, no less.

If you strongly believe in what you are saying, you will probably direct your excitement toward those voters in an attempt to sway them in believing and supporting your ideas and your thoughts. If you are successful, you, along with the majority of the voters, will show the two wayward commissioners that they are dead wrong. Those who believed the distribution was fair and equitable would have to see the error of their thinking.

If you are unsuccessful, you can always bring a lawsuit against the elected officials of Elk County charging improper use of government funds.

Gray and Frawin have shown themselves to be in the Obama-Republican side for the socialist direction of America.  Distribution is a socialist government word.  We shouldn't be surprised about Waldo Gray or Frawin.
