Not starting a fight here, but I have a few questions about this to clarify for myself and others how outraged we should be.

1.  Over what period of time was this amount of money spent?

2.  How much was paid out to recipients over this same time period?

3.  As a percentage, just how rampant or inconsequential is this level of fraud?

4.  Who funds the California chapter of Americans For Prosperity?  David and Charles Koch?
