Why the population increase in the 80's?  What was going on in Elk County in the 80's gain population or at least maintain?

I think that is when cross bussing started in the cities; many whites fled the cities to avoid that (mid-1970s). That was a colossal failure and only added to the deterioration of the black neighborhoods. When you lose your neighborhood school, deterioration follows.

Well-----if you really need to know the truth about the increase in population in the '80s, it was-----and I am trying to be modest----
it was because there was a rumor that I might be visiting there and thousands wanted to see me.
