Sure sounds like to me they want to hold schools and teachers responsible for illerate students. Teachers need to realize that no child left behind does not make a student educated. Teachers glow about straight "A" students and give them extra attention when the extra attention needs to go to the students that are passing only because of no student left behind.
School Boards should be learning about educational standards and discussing them at board meetings.

The school board should be holding their superintendents responsible and having them make monthly evaluation reports on teachers. From my observations of the West Elk uSD-282 board meetingsit is apparent no board member understands their responsibility for education of the children. In other words the school board is failing not the children or they are failing to see that all the children get what they need as far as an education.                                                                       Just my opinion.

Governor Brownback's State of the State address notably emphasized that students and citizens should come first, not government.  That sentiment created a great deal of heartburn for the many legislators and special interests who prefer big tax increases, upwards of $1 billion more in spending and no accountability for schools to improve outcomes but it was welcomed by those who believe that Kansans can best decide how their children should be educated and that their taxes should be efficiently spent.

He called for "...a school finance system driven by outcomes that provide more opportunities to our students" and also said, "We need to measure success not by dollars spent, but by the achievement of our students."  Both would be reversal of historic practices.  The Governor also supported several education policies championed by Kansas Policy Institute:

Merit pay for effective teachers
Expansion of the tax credit scholarship program for low income students
A grading system for each school building so parents can monitor achievement progress
Creation of education savings accounts to give parents more options for their children to get the education they deserve
Predictably, some media reports ignored these proposals.

On the state budget, he said he and the Legislature "...owe it to Kansas taxpayers..." to find efficiencies before asking for more revenue", but the governor proposed $200 million in annual tax increases even though the state still is quite inefficient.  To his credit, he did propose significant efficiency savings for K-12 education and there should be significant efficiencies identified when the State Budget Office finalizes the Performance-Based Budgeting process next year.

The proposed tax increases equate to approximately 3 percent of General Fund spending, so tax increases could – and we believe should – be avoided by substituting a place-holder for anticipated efficiency opportunities.   Further analysis of the Governor's state of the state and his budget proposal can be found here.

Thanks for your opinion. 

Improving the system of government schools isn't going to happen.

If one is a socialist, then he can see much improvement and imagine more improvement.
Why do "so-called conservatives" keep supporting an increase the government funding?  Perhaps they have the same dream as the socialists - or are they one of 'em?

You need to get a life.
You need to get an education.
Your ability to communicate is lacking a great deal.
But that is the case with most liberals that believe the organizations and governments  and authorities should control every aspects of our lives.

Thiose are not opinions, they are snide remarks !

This is one of the biggest problems in Elk County.
The lack of critical thinking and way too many liberals.

I got some very  good news to share with you in a few days and it may lead you liberals to have a party in a few months. I am about to make a major improvement in my life and will be thrilled to share it with you real soon.

It involved a lot of critical thinking and the fireworks are just as dynamic as they can be.
