Translucency is never the same as transparency.  Though some folks don't know the difference and will defend translucency to the bitter end.

Patriot, I will have to agree. 
Transluscency is the inability to see through an object.
Transparency is the ability to see clearly through.

I have to admit, I  was 'detained' (coughs) in Quartzite for an infraction that should have landed me in jail.  This was in the late 90's.

I was questioned by the authority about 'Why weren't you around when I was a truck driver?"
I was let go, the evidence was thrown out, and I went home.
Then, I got a call AT HOME from the authority to let me know, that I would face a higher charge.....he was giving me a 'heads up for what about was to happen'.

I went before the judge and plead.   
I then went gambling, as in if they can do it, perhaps I might get lucky.
Well, I lost.  However...
Arizona is both prgressive and a good ole boy system within the state. 

Is ELK COUNTY transparent or translucent

It will probably take me another altercation with said officials to determine, or show.

Ready, off to take some chill pills.   (well a figure of speech)

And I was such a nice guy, I simply asked to talk with the facilitator. And he called for the sheriff.
