Well it should.  They have fiber about 1 mile from the house and they already have the ability to increase the speed to around 100mb per sec over the phone line to the fiber, they just have to add 2 wires to the connection here. RIght now their only running 2 wires into the house.  IF you run 4 or even 8wire which is no skin off their teeth since the phone line has 4pair in it it will allow for 100mbps to the fiber.
Curb your politician.  We have leash laws you know.
