Quota exist.  One company that I know well assigns "stars" to employees.  If you are a woman employee in an otherwise male dominated job structure, you are a two star, (all employees are one stars); if you are a woman with a Hispanic last name you are a three star.  They did have one employee who was actually a four star;  a woman (2), Hispanic last name (3), and she was black (4). 

When the company would hire new employees, those with more stars got the job.  (Qualified or not).

Larry, that may be policy but it's not a quota, at least not as my understanding of a quota.
