The Howard City Council minutes in the latest Prairie Star says that the city will now let the residents of "Elk Council" dump septic tanks in the city sewer at a cost of $20.00.

Who is, where is, Elk Council?

The minutes taker must have meant residents of Elk County rather than residents of Elk Council.

If so, wonder how those county residents will get that stuff to the city?

OK, you guys, I read it as Elk County citizens would be allowed to dump their RV holding tanks in the Howard sewer for a fee.  Now how could I get that out of what was printed?
