some good answers - actually an echo is very simply stated:

When something is said and it echo's back - ie somebody posts something and somebody thinks they need to repeat it. Maybe they think we can't read it the first time. And to quote Forrest Gump - "that's all I got to say about that"

Flo; can you expand? Do you mean putting the quotes in a reply so as to reference something someone else said? Or do you mean that people are accidentally putting the same post on that someone else did previously (joke, "warning", something from e-mail)?
