Here is what one web site says:

In October, 1998, the Butler County Historical Museum and the Outdoor Oilfield Museum received a Star Spudder, made by the Star Drilling Machine Company of Chanute, Kansas.

Sounds like an oil field machine but another web site seems to say it could be used to break rock in road construction.

Maybe that is why they were going to call the highway maintenance department.

Star was the name of the manufacturer.
