Free Wood Chips/Mulch?

Does Howard (or Elk county) have a pile of wood chips somewhere that would be free to the public? Parsons used to do that, especially after storm season when they had to chip up a lot of fallen/cut branches. Just thought I'd ask. THANKS!!

    Not to my knowledge. Everything goes to the city dump and gets burned. Would be a good idea , but it would take money.

   I think the tree trimmers left some piles the last big ice storm.
