Again, I'm no fan of the Infowars bunch, but facts are facts.  Your government is arming itself domestically in a way that should cause citizens concern.... unless you find the prospect of widespread bloodshed at home appealing.  Remember, all this ammunition is staying at home... it's not going to the military.  The side benefit for our fascist/socialist/liberal /'moderate' friends is that orders of this size might tend to create a market shortage of the ammunition at your local gun shop.  Who needs 'gun control'?

The Department of Homeland Security is set to purchase a further 21.6 million rounds of ammunition to add to the 1.6 billion bullets it has already obtained over the course of the last 10 months alone, figures which have stoked concerns that the federal agency is preparing for civil unrest.

A solicitation posted yesterday on the Fed Bid website details how the bullets are required for the DHS Federal Law Enforcement Training Center in Artesia, New Mexico.

Patriot,
The only thing that I can see how this might have a happy ending---if those .40 cal and 9 mm bullets, are being hoarded by the DHS for civil unrest is---good luck with your pistols against some poor ol farm lad that is armed with a 22 rifle and is a mere 100 yards away. If he is armed with his 30-06 or .243 deer rifle, he might stand out in the open at 200-300 yards away and let you fire away with your 9 mm pistol---then when he gets bored he will blow your ass away.

If one on one in a rural setting were the likely scenario, I would agree.  But I suspect we're talking about sheer force of numbers and about activities in populated areas here.
