What happened to the Howard City Council?

According to the minutes of the Howard Chamber of Commerce posted this week in the Prairie Star, the Howard Chamber is planning to prepare a letter to the County Commission to identify things they would like to do in Howard with 'their share' of the wind farm money.  Downtown beautification, etc.  

But in all this, where are the duly elected officials of the Howard City Council?  The group elected to represent the entire community, unlike the Chamber whose primary goal & charter is to promote the interests of private business.  Wouldn't it be appropriate for the City to determine & prioritize overall community needs and submit a plan and request for assistance to the county if necessary?  Perhaps the city chamber should direct its' requests to city government and not bypass them.

What about the representative elected bodies & community needs of Grenola, Moline, Elk Falls, Longton?

Is this another case of the lines between government and private becoming blurred beyond distinction?  Another case of private business interests seeking public funds?  

What happened to the Howard City Council?  Where are they?
