Sowell is right.  And those bureaucrats & politicos will stop at nothing to achieve their ends of social engineering.  Even to include 'facilitated community organization meetings' that employ sophisticated group psychological techniques to make people think the ends of the manipulators are some kind of valid 'group consensus' (research the Delphi Technique).
