Football Question

The ball has just been punted.  The punt receiver is running the ball back.  He runs between two of the defenders.  Neither of the defenders even make an attempt to stop him.  My question.  Are there some of the players that are not allowed to make a tackle?

Wilma the only players not allowed to make a tackle is the ones on the sideline
