Can some of you please explain to me what he is up to? I've tried to figure out what he expects to do or gain and I just don't get it.

A fly flew into his coffee.  It made him angry and he decided to take a trip to a far away country to soothe himself.  When he got there, he found the country at war. And being the humanitarian that he is, he decided the USA should send even more money and personnel as long as it was someone else's money and someone else's children.
