I could be wrong on this (since I've been away from the courthouse for several years) but for the supposed $2400, I believe Elk County is getting more than just website design, hosting and maintenance from Manatron and their subsidiary Infinetec.  I believe they are also getting proprietary property and tax management software for the appraissors, treasurer, and register of deeds office.

Perhaps so.  And the tab for that software and license was only $24,000 as I understand it (above the website ripoff).  Hosed and screwed doesn't quite cover it.  And two stupid purchases doesn't make up for overpayment in any case.  I heard the Manitron website templates won't even allow for what the county wants to provide!  No problem.. it's only taxpayer money.  Go figure.
