Eeeeasy there Sarge   This is a nation of laws..damn it!  You can't just go beserk on people for practicing their religion!! 

First of all, you'd have to fine the owners of the mosque for leaving that much trash in the street...litter laws ya' know.

Second, each and every one of them "bend overs" should be ticketed for obstructing the flow of traffic...traffic laws.

Thirdly, they should be fined for loitering in a such a way as to block the flow of pedestrain traffic and for creating a traffic hazard.
