Given that it's no 'smoking gun' and adds nothing new beyond a change in dates - I doubt it.

Kind of my take on it too. It's been too long since I read up on it, but whatever I read had me convinced at the time that Jim Miller was involved and that there was a conspiracy with a cover up.  I'd have to study it again to see if I still would hold that view. Still, it's an interesting document to find.
