I read your query - and concur that it's likely that someone had far too much time on their hands, and was trying out his electro-pencil.

'Western Arms' was a name used by more than one supplier - there was one in Lincoln, Nebraska for awhile - even put out a catalog quite similar to the old 'Shooter's Bible', but without the articles.

(Just so's you know - there were no import marks on Garands until well after the 1968 GCA - in the '50's, they were still issued as a primary Service Rifle until the adoption of the M14, and stayed in issue in the Guard and USAR, and it would be quite some time before they could be re-imported.)

Your best bet is that they may've supplied the film industry.
