Found old tool, don't know what it is

I got this tool in a box of old junk at a garage sale,not quite sure what it is. Would appreciate any ideas. Thanks as always--BobbyF

Without seeing some side views, can't say which it is.  From the one view, I assumed it is a cabinet scraper profiled to scrape/smooth a cabinet bead.

You guys done better than I, my first guess was a barbers lather brush!  After blowing it up, it does appear to be an edge burnisher.  Frisco is right, a side view will detail the working profile for all to see.

New pictures ref the old tool. I'm learning already. Stamped on the tool is a crown with I think the letters "H" & "B" stamped within the crown. Also stamped" Germany". On the top edge of the tool is a sliding fence with the numbers 5 and 7. Hopefully this info will be of help. Thanks,BobbyF.

OK, not a scraper.  I am going to change my vote to groove cutter as first choice, burnisher as second.

Hi Frisco, I think your are right , I compared it to groove cutter pic and it is similar but additionally has the adj. fence.Thanks BobbyF. I will give it a try

Come on fellas, it's pretty mobvious that this is a pen and pencil holderdowner. It keeps them from rolling off the work bench.
I will no longer respond to the rants of the small minded that want to sling mud rather than discuss in an adult manner.
