Have I been posted to Fort Sedwick?

Having arrived for duty at my current posting, I find myself understanding what must have gone through First Lieutenant John J. Dunbar's mind when he arrived at Fort Sedgwick.  There appears after the first reconnoiter to be no one present, at least in the upper positions in the chain of command.

Department of the Pacific
   Division of the California
       Commander - position currently vacant
       Chief of Staff - position currently vacant
       Adjutant - position currently vacant
       Senior Non-Commissioned Officer - Acting 1st Sergeant Old Top

How are these positions filled and what are the duties of these positions?

Thank you for the information.  I am slowly trying to flesh out an idea I have had, so this information helps.

Thanks Sarge, It is true that we are scattered all over and makes sense, California is the length of 3 or 4 normal states.  Texas has made it work but California is a whole different critter.  Takes an hour to an hour and a half from my place just to get to the north south highway.
