Actually the back story is that these are built in England where cartridge pistols are outlawed. They are used for competition shooting of the precision type.

They also shoot smokeless in them!

Looks like a conversion plate on the rear of that cylinder.  That means it probably DOES fire cartridges...at least once in a while.

Nope.........

The plate when removed allows a 209 primer to be inserted. Then the cylinder is loaded from the front like any other percussion pistol.

I'm not sure about that particular plate, but many use regular small or large pistol primers in place of the caps.  When you live in a society that has basically abolished all ownership of cartridge guns you do what you have to do to continue the shooting sports.  PUK frequently posts from England and the things he comes up with to be competitive and still within England's gun laws is amazing.
