I have no dog in this fight, but I always thought that, mainly, Billy was a loyal retainer supporting his boss.  The feud itself was a struggle for power among the higher ups.

On the other hand, he did kill a peace officer in an escape.

The Kid actually killed four lawmen, namely Sheriff Brady and Deputies Hindman, Bell and Ollinger.
The first two were killed while he was a Regulator.
The second pair, whilst escaping the Lincoln jail.

I don't think that any of my fellow LEO's would want him to be pardoned for killing 4 officers. He was a cold-blooded killer.

The first two lawmen, Sheriff Brady and Deputy Hindman were corrupt, and were on the Murphy/Dolan side, in the Lincoln County War.

Gov. Lew Wallace promised the Kid amnesty if he co-operated. The Kid surrendered. The Kid kept his part of the deal. After testifying, Sheriff Peppin would not release him and Wallace washed his hands of him! The Kid escaped.

After being captured at Stinking Springs by Sheriff Garrett, the Kid was sentenced to hang. Deputies Bell and Ollinger were shot when he made his escape.

Two months later the Kid was dead.

Of course a Pardon in NM doesn't affect the cow stealing he did in Texas.
