Actually, what you have noticed is the advert signage for the local Vet in that town who uses a device like that to Geld or neuter Bull calves into Steers.
The centuries-old tool simply loops over the specific area from the bottom, pushes the wire loop up against the belly of the beastie and then is pulled back by a handle quickly to crush the internal seminal tubes and therefore render the animal into a non-pregnating category. The Europeans and thusly those that immigrated to the Old West have been using it for many centuries, several B/W films and color videos are presently available relating to the usage of same from Agricultural Universities.
