If this is in the wrong place, please feel free to move it and I am sorry in advance. As anyone surfing the different sites for powder supplies is aware, currently caps of any sorts are pretty near non-existent, EXCEPT at one place.... Gander Mountain on line. I knew why, as I am sure others do as well, and that is their policy of charging for each of the $5 tins of caps you buy a $20 hazardous fee. This is for each individual tin. The first time I tried this and had my $50 worth of caps come back with a hazmat fee of $200, I e-mailed them and asked "HUH?" or something to that affect. Anyways, it was explained to me that their on-line system does not understand the hazmat charges, but the people who handle the order do so they would adjust once the order with the incorrect price is submitted.  Hearing this I went ahead and did an order, the total including that outrageous hazardous charge again. Just before I pushed the "complete this order" tab I decided to add a reminder in the "notes" box to make sure they did the adjustment as I was told they would. Of course I get a voice mail a few minutes later asking me to call them to clarify something on my order, and of course it was this hazardous charge. This time I was advised it is correct, it is a "per item" charge and thus they would not be correcting it. I told them to hold off on the order a bit and asked to take this up a notch or two (ended up being 2) with the results being the same, I was told their system is charging correctly and no correction would be forthcoming. Of course they could not explain why one pound of power substitute would only have a single $20 charge and 4 oz of caps are over $200, but rules are rules. Well, over the next few days I bombarded this poor soles e-mail (yes, it was given to me) showing examples of rules for shipping hazardous materials from other companies as well as excerpts from the hazmat guidelines themselves. This helped. Just today, I got called back and was advised they are shipping all 10 tins of Remington caps under one $20 hazmat fee. One small victory. So, this explains why they are just about the only one out there with any caps in stock right now, and if your lucky, you can get in on them to before this change in process becomes widely know and they too run out.
