Can a cylinder be sleeved?

Howdy all, here is my problem. 

To make a real long story shorter, bought a new Ruger NMV.  The cylinder was not bored cleanly from the factory.  Looks like the bit broke mid way and left some jagged material inside the hole for the base pin.  The base pin was already starting to get scratched up before it was ever shot.  After 3 months at Ruger, it was sent back saying it was within tolerances and it came back with a new base pin installed. They did say if it wears the new pin to let them know and I could get another for free.  Finally got to take it to a shoot, after taking it apart to clean it, the new pin is already showing signs of scratches where the metal inside the cylinder is rubbing it.

Question... can the hole in the cylinder be drilled out and a sleeve inserted to remedy the problem?  Ruger said I can purchase a new cylinder if I'm not happy with the current one, but it would be out of my pocket.  Figured if it could be drilled out and then fitted with a sleeve it would solve the problem.

If you cant do that, do they make pins that are a bit bigger where the hole could be cleaned up and use a bigger pin?

Though it can be re-bored to true - Ruger should make it right and replace it.

One thing that you might want to try is to use a heavy grease to surround the base pin - it'll alleviate a lot of small problems.

Are you talking blue wear or gouges?  If there is a definite scratch or gouge, that indicates a burr.  Have you tried polishing the cylinder pin hole?

The Ruger pin is a thou and a half smaller than a SAA Colt base pin. That being said you can't use the colt because it does not have the plunger to "lift" the transfer bar past the firing pin (I have welded up the hammer face and eliminated the transfer bar before, this would allow you to ream the cylinder and use a Colt base pin). I believe Belt Mountain makes an "oversize" pin. Try honing the cylinder as stated above then use an oversize Belt Mountain pin...............
