I don't have any movies with Windy, but look at the following link. The picture of Hoppy with Windy looks very much like George "Gabby" Hayes.

Just found this.

Hopalong Cassidy's sidekick's were the good natured grizzly cuss. California Carlson portrayed by Andy Clyde in the 40's. Preceding Andy Clyde in the late 30's and early 40's was George "Gabby" Hayes, who played the character Windy Halliday in Hoppy's early movies. Gabby went on to play Roy Rogers sidekick known as Gabby Whittaker, but that's another story.
