C Series Winchester 1897-I'm stumped!

I have a 1904 C series 1897. I cannot figure out how the carrier goes in with the cartridge stops already in place. The carrier won't go past them. Do the cartridge stops go in after the carrier is in place? If so, I'm not seeing how. Please advise. Thanks!
