Used one of those in the saddle shop. It worked fine. Like chuck says, 80 grit sandpaper works just as good. I like the sandpaper better because cost is right. I also have one knife that I use to scrape sideways and rough up stuff. I sharpen that one with a fine grinder because it doesn't have to cut much.

I have used coarse sanding drums and/or the little wire brush wheels run at med-low speeds in a Dremel, quick and easy, I even got the glue to hold on some factory pre-finished leather.  When they tell you that these pre-finished leathers can be worked with just like like veg-tanned, walk away very quickly.

PS: The larger wire wheels, run in a hand drill work great also for larger jobs.  Start slow until you get the feel for it.

Tandy sells the material and I guess you make a handle for it.  It's carding material that is used to machine fleece prior to spinning.  I used to have a pair for making dubbing for flies.  You could take wool and fur and they would mix into a seamless blend.  The key is the bend half way down the wire, which hold the material into the wire so that when you pull on it, it doesn't fall off the tips, or get caught at the base of the wires.  Seems like a somewhat expensive choice for scuffing, but I guess people had cards around and pressed them into service.
