Most military armories of that period would embarrass a lot of custom rifle smiths today.  Of course, they knew soldiers lives might very well depend on that quality.

The first US Smokeless military small arm was the United States Repeating rifle Model 1892, of the Krag-Jorgenson pattern, caliber .30 US.
Civilize them with a Krag . . .

Nice review, but not totally accurate, I think the first Belgian Mauser was 1889, and there were thousands of 1871 and 1871/84 Mausers before the 1891, so it was not the first Mauser.

The first series of Mauser rifles to fire smokeless ammunition. That leaves out the Mauser 71 & 71/84.

The 1889 Belgian, Turkish 1890 and the 1891 Argentine Mausers were all of the same rifle design presented at the Bavarian arms trials of 1884, having missed the German trials. (The German army went on to adopt the commission design of 1888.)

good review, got a peruvian short rifle (1891 argie acquired by peru, and converted in 1912 ) with turned down bolt and lange sight, 22" barrel. research tells me it should have a swiss sig barrel, but all ia can find is a belgian proof mark so i am thinking FN barrel, shooting .311 pills, same as for my turk, mosin, enfield, martini, recoil is quite savage, using .308 projectiles gives bettre accuracy and pleasant recoil, slugging the bore reveals it is indeed .308 and not .311, who woulda thunk! anyway, love my shorty.
