Rough Rider picture question

Just curious and hoping for some enlightenment...
In the March 2013 issue of the NRA American Rifleman magazine, there is an interesting article on the recent discovery of one of the Colt-Browning guns donated to the Rough Riders. In the pictures on page 58 & 59 we see the troopers posing with the pair of new Colts on tripods, the uniforms worn are not overly worn as it indicates the pic was taken prior to shipping out.
What I found of particular interest was the hat worn by Capt. Woodbury Kane as listed in the caption as standing on the far right of the pic. It appears he is wearing a style of straw hat I've never seen before in photos or illustrations of the period. In a web search I couldn't find anything comparable but may have been using the wrong terminology.
Have any of you Span Am folks ever seen one like this, and if so, is it available from a maker anywhere?
Hoping to get some interesting comments and suggestions.
Best regards and good reading!

MY thought upon seeing that was, "what the hell does he have on his head?" The I thought, "Is the wearing a bed pan on his head?" I must be some sort of bizarre sun helmet.

I saw the pic, and had the same thought.  Very unusual.
If you can read this, thank a teacher. If you can read this in English, thank a Veteran!

My own feeling is that the picture has been "messed with" at some point.
