White Piping

Howdy,
I have a pair of hand made cowboy boots with pegged soles. The white piping that goes around the tops of the boots needs to
be replaced. The local boot shop says that this can only be done by a bootmaker and the nearest ones are in El Paso.  Can I
obtain the piping and do it myself or does anyone know of a bootmaker who can do this?
