Might be a Cooper but it's not a Navy.  Looks too small and the cylinder doesn't appear to be rebated.  More than likely .31 pocket model.

I could not reallly judge size  :-\  and the 1st model was not rebated ... My bad,  right church wrong pew !

You done good, Major.  Just think how many people never even heard of a Cooper.  I may have cheated.  I owned a Cooper and worked in a place that had one on the wall for 10 years.  One was a navy and one was a pocket model, but for the life of me I can't remember which was which.  I do remember that Ray's had what appeared to be an original nickel finish, something not that common in those days.

No problem
I bought it in July this year and I beat Goody to it by a bit more than 30 minutes(maybe 35 min) ;D. And the price was "very" right.
I haven't shot it yet, haven't had time, maybe soon. It is in extremely good shape, tight and works correctly and veeery smooth.
It's is a 2nd Model .31 cal. Pocket Revolver 2nd variant serial #102xx , late production.
