Rick just from looking I would guess that it a stiurup form forming tool, but that;s just a guess?

Hey Kemo Sabe! Says that one end has snips and the other an awl. Sounds like maybe it is used for punchin holes and trimin thread. I don't know for sure. Neat old piece though!

Amin's sort a close - it's used for pulling old/worn/torn threads when doing harness or saddle repair - voice of experience!
I spent untold hours many moons ago using one of these.......
