These are Crow warriors - used against the Sioux in the '76 and '77 campaigns. You can tell from the fellow's loop necklace (on the right) and the style of the beadwork on the fellow on the left.

Sorry but Wolf Voice was Gros Ventre (according to several sources on the Northern Plains battles) )and I'm willing to bet the other gent is as well due to his hair style (though that could be Crow, Nez Perce, or Shoshone). Loop necklaces were popular amongst not only the Crow, but several other tribes including the Blackfeet with whom the Gros Ventres, cousins of the Arapahos, were closely allied, Nez Perce, Shoshone, and Flathead.
The beading on the other gents leggings is not Crow - it's lane stitch which the Crow used seldom except in conjunction with other methods such as the Crow Stitch or appliqué stitch, and the cloth Crow leggings of that era generally had a large rectangular semi or fully beaded section below the knee rather than the edge strip as pictured (edge strips were used later - generally post 1900).

While the Gros Ventre generally preferred the appliqué stitch for most of their beadwork a perusal through the Gros Ventre beadwork on the AMNH site does have some pieces beaded similar to this i.e similar pattern and method.
On the other hand the beading on the leggins is more typical of the Sioux and could be "plunder" or traded for.

as noted not the type of guys I'd want on my trail...........
