Sorry another question i have is how strict are the rules on palm leaf hats instead of the felt hats. i know they arent really periodical so hit me with those answers!

Palm leaf hats are fine in SASS for every category except Classic Cowboy (not sure about B-Western).  Lots of folks down here in Texas wear them when it gets hot.  Nice thing about them compared to other "straw" hats is that they are really easy to reshape just by getting them wet.
