Saw a Belgian '60 Army in a gunshop today with a fluted cyl. & all blue frame. Rare or par for the course?  ???

Barrel, cylinder & BS should be blued, frame & hammer case hardened, brass TG. What is the serial number? You get me all excited, FCK.
If she has a 7,5" barrel and 4 screw frame the visible serial numbers should have an F prefix. That would make her a Cavalry Model 1st variation, 1st sub-variation. Made between 1960 and 63. They usually came with a shoulder stock with matching numbers. Pretty rare the world over but not uncommon in the USA.
If she has an 8" barrel and a 4 screw frame her serial number should have an F prefix under the barrel lug only. That would make her a Cavalry Model, 2nd variation, 1st sub-variation if the 4th screws were flat with the frame. Did not come with a shoulder stock. Very, very rare. If she has an 8" barrel and a 4 screw frame but the pair of 4th screws were protruding from the frame, F prefix under barrel lug, that would make her a 2nd variation, 2nd sub-variation. She should come with a shoulder stock. Very rare, less than a handful specimens known from the USA. The 2nd variation Cavalry Models were made 1971-72 only, probably not more than a total of 100.
If she has an 8" barrel and a 3 screw frame the serial numbers should have no prefix. Only ca. 100 were made 1972, none are known from the USA.
Of course, they can be used as shooters depending on their condition but that will affect their collectors' value. Suggest you check back with Rifle if she needs repair.
