Holster Tie-downs

I've poked around in the older posts in several forums and haven't found the one that specifically answers this question so I'll ask it here.

Why are holster tie-downs illegal in NCOWS? Is it a matter of period correctness or is it that they're associated with fast-draw holsters.

Please note that I'm not challenging the rule - I'm just trying to be educated.

Leg ties, (aka leg thong) are products of Hollywood and the B-Western cinema.
