Ok leather workers I have a question, I have a pair of boots that are perfect to shoot in low heeled and comfy, but they have a very short shaft 8 inches or so , could I get some matching  colored/ weight leather and extend these shafts out to 16 inches or so  , they are flat across the tops with no cutouts  of anykind, sort of a short stovepipe.

Hello Pinto,
I have seen a guy do just that.  What he did was remove the entire top at the base of the boot, using the existing holes, he made a pair of stove pipes for a guy with big calves.  I asked him about it as I too have larger than normal calves, he said it was long hard sewing.  Can be done though
