   I am loading shells with American Pioneer Powder.  I am using a 2.8cc LEE dipper  but would like to find a bushing that will throw the same charge.  On Capt. Baylor's sight he only stated that he uses bushing number 39A for 50 grns of black powder

Well, now there ya go, shootn' 'em subs. . . ;)

With Holy Black, I buy an old style all aluminum charge bar and bore out the powder end to hold the same VOLUME as the shot hole.  Then, I have a 'square' load.  My 20ga likes a little less Holy Black than a 'square' load and my 10 ga likes a little MORE.  WOW!  BOOM! FLAMES! Humongous SMOKE!  FLATTENED KDs.

Ok, I'm a warthog. 

Anyway, the "rule of thumb"  in loading bp shot shells is a 'square' load or less of powder to Shot ratio.

Yer on yer own hook with that APP stuff tho. . .
