I am no way qualified to work with leather as I have tried and besides already have enough projects to keep me busy.  What I am looking for is someone who can turn out quality work for an item I would like to have made.  I shoot a Sharps rifle that has an MVA scope mounted on top.  The scope comes off with little effort.  What I am looking for is someone that can make a case for my scope.  Using a piece of 3 in PVC wrapped in leather with a bottom sewn on and a friction fit cap as well as having rings for a sling.  Who can I contact to make such an item without spending ton's of $$?

that shouldnt be hard for you to do.

pvc pipe, thin leather, end caps, barge cement and a good razor knife.

take the leather and cut to size to wrap around the pipe allow for the end caps to fit on the pvc pipe.
after that spread the barge cement over the leather flesh side, and on the pipe minus the cap area.
let cement dry to a tacky feeling. then put leather on pipe carfully so you dont set it on wrong.
the barge cement is like cement sticks real good and sets real fast.
on the end caps i would screw a eye bolt into each so you can connect a sling to that area. be sure to cover the bolt end inside the cap with some leather to protect the scope.
then do the same for the end caps or you can paint them to any color you like.
should only take about 1/2 hour for you to do entire thing. and you can say you did it
