What is not right, or what is wrong if the bolt does not go below the bolt window when at half cock?

It could be one of two or three things, however if you don't know EXACTLY what you are doing then you'll probably only make it worse trying to fix it.  Seriously, take it or send it to a COMPETENT CAS 'smith. It's probably the bolt or the cam IMO.
