Win 9410 to 9428?

I'm wondering if there is enough room/steel to do this.  I'd like to get a Winchester 9410 and see if it could be made into a 9428.  Any input will be valued.

Ok, that's the Win 94 in .410 shotgun re-barreled etc. to shoot 28ga.  I'm just wonderin'  if there's enough metal there to do the project?
