Starting a CAS Posse

I am having a problem learning where to post what, I have inquired about starting a Cas Possie in the New Orleans area and got directed to but I can't find out where to go for info. Anyways I not saying that I have the wherewithall to begin a "possie" but I would like to know if I do have the wherewithall what is the proceedure I would have to follow?
