Is it okay to have rifle and pistol cartridge holders on your shotgun shell holder belt?

Yes it is alright.  However you can not put a shotgun slide over the shotgun loops on a belt.

I've kinda been wondering the same thing.

What does NCOWS allow for shotshells? I am guessing options are single loop canvas or leather belts? What else?

NCOWS does not allow slide-on Shotgun shell holders  (Shotgun Slides). Shotgun cartridge belts must have individual loops.
