The Institute of Makers of Explosives Encourages Congress to Close Explosives Security Gaps


The Institute of Makers of Explosives ("IME") encourages further efforts to close gaps in the Federal explosives laws that could prevent diversion and criminal misuse of commercial explosives. In correspondence to Congress and communications with Federal agencies, IME has asserted that the Bureau of Alcohol, Tobacco, Firearms and Explosives (ATF) should have the authority to deny clearance to individuals applying to be responsible persons or employee possessors on Federal explosives licenses and permits who are listed in the Terrorist Screening Database (TSDB).

IME believes that all persons who receive or manufacture explosive materials should be subject to a background check. According to data collected by the U.S. Bomb Data Center (Explosives Incident Report National Summary CY 2013), black powder, smokeless powder and black powder substitutes comprised nearly 40% of main charge materials associated with domestic explosions and bombings between 2010 and 2013. These materials can be purchased over-the-counter with no background check required. Likewise, binary exploding targets are sold online and off-the-shelf without background checks and can be mixed into a high explosives charge without a Federal license to manufacture. ATF should be directed to propose a background check process that causes minimum burden to sporting enthusiasts yet better protects public safety.

IME continues to support ATF's mission to protect the public from criminal use and insecure storage of explosives materials. Given the recent focus on domestic terrorism and violence in the United States, IME encourages the Administration, Congress and the Justice Department not to lose focus on or divert resources from explosives security and to address gaps that remain in Federal explosives statutes.

IME was founded in 1913 and is the safety and security association for the commercial explosives industry. IME develops best practices and safety and security standards to prevent commercial explosives from being diverted to criminal or terrorist use. IME's best practices together with regulatory requirements have been so effective in achieving this goal that per the 2013 U.S. Bomb Data Center report, only 1% (approximately) of annual domestic bombings and recoveries involved commercial explosive materials. I may be a bit dense, but the two statements excerpted from that statement below seem to contradict each other.. ???  Do I, perhaps, sense an industry organization scrambling to be seen as sensitive to public safety and proactive in trying to sole a nonexistent problem?  :-[

A little digging may uncover a Liberal agenda for another control grab.  This could be a back door control issue to plug the "handloaded ammunition gap".  Government fear of guns could be the driving force here.  I'll be laying in a few more bp reloading components in view of this information.

This IME proposal IMO is from an organization that has been in existence since 1913 and receives annual dues of $2,xxx,xxx in contributions and grants.  Question is who are these contributors & grant sources?  It's the 1st time I've ever heard of them but sure wold like to work there.  For less than a dozen employees, salaries and benefits in 2013 (latest Form 990) was $1,146,203 ... half their sources of revenue.

Now, are they trying to justify their existence or are the contributors/grants on the other side of the aisle?  This proposal is akin to the 2007 OSHA 'Explosive's proposal that if was allowed to be enacted would put obtaining powder and primers ultra restrictive and put small gunshops out of business.

The only way to cut IME off at the pass would be an other ground roots political campaign like was initiated against OSHA

With extension, October 2015 is the cut off date.  Did you file a 2014 Form 990?  If so, would you send me a pdf copy of it. Thank You

The OSHA proposal, on the Federal Register took a grass roots effort of over 7,000 rebuttal replies on the Register and the aid of 12 Congressional Sportsmen Committee members to all sign a letter to the OSHA Director reading ... either amend or rescind the Explosives Proposal.   Otherwise, we will request that all funding to OSHA to be cancelled.  OSHA pulled the proposal in September of 2007!  Word has to get on the street about this IME news release too!

I also twisted IME's shorts with 2 emails:
1.  Why have they not filed their 2014 IRS Form 990 that was past the extension period of August 2015.  And if they did file - a copy of it
2.  Listing of all their members and contributors ... in case needed, boiler plate to send these folks notification that IME proposes to put the sporting community out of business and also let the shooting/reloading community know who these major contributors are ;D

Who or what exactly is the IME? To me it looks like they are an industry organization not a government one. If that's the case my guess is they are proposing these regulations because they fear the government will propose stricter ones if they don't police themselves to some extent.
